According to the UAE Fire and Life Safety Code, the system ensures clear, audible, and intelligible messages for evacuation and emergency instructions.

Key Requirements of PAVA System as per UAE Civil Defence Standards:

  1. System Design:
    • Must provide pre-recorded and live voice messages in Arabic and English.
    • Messages should be clear, simple, and building-specific.
  2. Sound and Coverage:
    • Minimum sound level should be 15 dB above ambient noise in public areas and 10 dB in private areas.
    • For sleeping areas, sound should reach at least 75 dB at pillow level.
  3. Speaker Specifications:
    • Dedicated, listed, and approved by Civil Defence.
    • Equipped with strobes in noisy areas like basements and plant rooms.
  4. System Control and Operation:
    • Control units should be located near the Fire Alarm Control Panel (FACP).
    • Must support manual and automatic message broadcasting.
  5. Wiring and Installation:
    • All wiring must be two-hour fire-rated.
    • Circuits must be class A, addressable, and include redundancy.
  6. Inspection and Maintenance:
    • Monthly functional testing and annual full system tests are mandatory.
